The second phase of the Efficiency Voucher program is now available to help Portuguese citizens improve the energy efficiency of their homes. The program, developed by the Environmental Fund, provides efficiency vouchers worth €1,300 plus VAT, covering equipment, labor, materials, and installation.
What is the Efficiency Voucher II?
It is a support program designed to combat energy poverty by improving comfort and energy efficiency in homes. Each voucher provides access to energy efficiency solutions without the immediate full cost, as certified installers—such as LEFE—are reimbursed directly by the Environmental Fund.
Eligibility
To apply, you must be a holder of a social electricity rate or a recipient of subsidized bottled gas. Also eligible are recipients of:
- Solidarity supplement for the elderly
- Social integration income
- Social disability pension
- Social Inclusion Benefit
- Social Old-Age Pension
- Unemployment benefit
Applicants must be owners, usufructuaries, or tenants of the dwelling and reside there permanently.
Benefits
Each beneficiary can access up to 3 vouchers in total, with a maximum value of €3,900, allowing for significant energy efficiency improvements without an immediate impact on the household budget.
Eligible solutions
- Type 1: Replacement of windows with a minimum energy class of "A" and exterior sunshades
- Type 2: Renewable energy heating/cooling systems (class "A" or higher): heat pumps, solar thermal systems, and biomass boilers
- Type 3: Photovoltaic systems and renewable energy production equipment for self-consumption
How to apply?
- Register on the Environmental Fund project platform
- Fill out the beneficiary application form
- Submit documentation of economic vulnerability (tax returns, proof of social benefits, property registration)
- Wait for validation by the Environmental Fund — 30 business days
Deadlines
Applications opened on November 20, 2023, and are scheduled to close on October 31, 2024, or when the vouchers run out. Upon approval, beneficiaries had 90 business days to complete the work.
